There is little <br />mention of the development for the Elk Creek surface facilities. Although, many <br />fewer samples were taken from the proposed disturbed area, the development of <br />the Elk Creek facilities needs to be discussed in Appendix H with a summary of <br />the soils. The sections titled Site Specific Soils Mapping and Characterization, <br />and Soils Surveys need to include this area. <br />The Soils Resource Information on revised page 2.04-57 also needs to include a <br />summary of the soils in the Elk Creek surface facilities area. <br />During my review, I noticed several references in the existing permit to Appendix <br />H, the Revegetation Plan. This new Appendix H, Soil Resource Information, will <br />create confusion. <br />Topsoil Removal and Redistribution -Rule 2.05.3(4)(e). 2.05.4(e) and 4.06 <br />As stated in the DMG November 16, 1998 completeness letter, a discussion of [he <br />projected volumes of topsoil to be removed, salvaged and to be replaced is <br />necessary to determine a topsoil mass balance. Please provide this information. <br />The topsoil stockpile location should also be addressed. Presumably, topsoil will <br />be stockpiled in the northern Elk Creek pile. OMI feels the site is stable as <br />explained in the August, 1999 cover letter. <br />JOE PLEASE NOTE: I have no reason to believe the topsoil stockpile location <br />is not stable. /f you fee[ otherwise, please address here. <br />Revised page 2.05-37e (October, 1998) says that all Elk Creek mine facilities <br />"and disturbance areas which will not be retained will be removed, reclaimed, <br />stabilized and restored as undeveloped lands consistent with postmining land uses <br />of wildlife habitat and dispersed recreation". There is no mention of topsoiling. <br />Please include topsoil distribution in this paragraph. The discussion on page 2.05- <br />37g, Soil Material Replacement, is very general. As stated above, a topsoil <br />balance is needed and the specifics of soil replacetnent should be addressed in this <br />section. <br />Rule ?.04.10 - Ve>?etation <br />It is unclear if the Elk Creek surface facilities have been included in previous <br />vegetation mapping, Map E8-3391 and baseline data collection. The extent of the <br />proposed disturbance appears to go beyond the sample boundaries shown on the <br />map. Has baseline vegetation data been collected for the proposed Elk Creek <br />surface facilities area? <br />Potential disturbance to threatened and endangered species needs to be addressed. <br />
