<br />A few rills and gullies were observed, especially on the <br />central and northeastern areas. In some places these rills <br />and gullies had ceased to erode and had grassed over, but in <br />other places they were still actively eroding. These should <br />be regraded or filled in some manner that would limit the <br />disturbance to the established vegetation. There was concern <br />expressed by the Operator and the State inspectors about <br />restarting the ten year liability period if rills and gullies <br />were regraded and reseeded. This might be the case if 50$ or <br />more of the regraded area was to be disturbed; however, <br />eliminating the rills and gullies on these areas would disturb <br />less than l0~ of the reclaimed area and Mould not restart the <br />liability period. <br />In summary, bond release of these areas is not recommended <br />until the rills and gullies are repaired, the ditch on the <br />southwestern area is removed or appropriate documents obtained <br />and approved to retain it as a permanent structure, and the <br />requirements for cover, production and sample adequacy are met <br />on each area separately. <br />S"~, `f <br />
