Pugh, OSM-AFO
The Office of surface Mining Reclamation and Enforcement
participated in a combination Phase II and III bond release
inspection which was conducted on August 18, 1993, at the
Eckman Park Mine. This was a partial inspection, limited only
to those areas of the permit for which bond release was
requested. Items under the performance standards marked "3"
do not pertain at this time and the ones left blank were not
considered in this inspection.
The 317 acres inspected for bond release consists of three
areas connected by an access road. The road has no ditches,
cut banks or ruts and is to remain as a permanent access to
the property. Part of this road is .used and bonded under
another permit.
These three areas appeared to have good vegetative cover. The
northeastern and central areas had some small spots where the
grass was thin. This might be partly due to cattle grazing.
The southwestern area was not being grazed at the time of
inspection sad had the best vegetative cover. Sampling for
cover, production, and sample adequacy was conducted using the
317 acres as one unit instead of dealing with each area
individually. By doing this the site barely met requirements
for bond release. If sampled individually none of them meet
the requirements in one or more of the criteria. The three
areas a.re separated enough to require sampling individually.
Sampling was conducted is the ninth and tenth year but the
application for release was not submitted until after the
growing season of the eleventh year. Sampling should be taken
in the last two years prior to applying for bond release.
Drainage controls have been removed except for a ditch on the
southwestern area which diverts runoff into pond "M". Pond
"M" is off the area being inspected for bond release. Prior
to Phase III bond release this ditch must be remove~or a
written request to leave it as a permanent structure must be
submitted by the landowner and approved by the regulatory
authority.
3 .~
