Pugh, OSM-AFO <br />The Office of surface Mining Reclamation and Enforcement <br />participated in a combination Phase II and III bond release <br />inspection which was conducted on August 18, 1993, at the <br />Eckman Park Mine. This was a partial inspection, limited only <br />to those areas of the permit for which bond release was <br />requested. Items under the performance standards marked "3" <br />do not pertain at this time and the ones left blank were not <br />considered in this inspection. <br />The 317 acres inspected for bond release consists of three <br />areas connected by an access road. The road has no ditches, <br />cut banks or ruts and is to remain as a permanent access to <br />the property. Part of this road is .used and bonded under <br />another permit. <br />These three areas appeared to have good vegetative cover. The <br />northeastern and central areas had some small spots where the <br />grass was thin. This might be partly due to cattle grazing. <br />The southwestern area was not being grazed at the time of <br />inspection sad had the best vegetative cover. Sampling for <br />cover, production, and sample adequacy was conducted using the <br />317 acres as one unit instead of dealing with each area <br />individually. By doing this the site barely met requirements <br />for bond release. If sampled individually none of them meet <br />the requirements in one or more of the criteria. The three <br />areas a.re separated enough to require sampling individually. <br />Sampling was conducted is the ninth and tenth year but the <br />application for release was not submitted until after the <br />growing season of the eleventh year. Sampling should be taken <br />in the last two years prior to applying for bond release. <br />Drainage controls have been removed except for a ditch on the <br />southwestern area which diverts runoff into pond "M". Pond <br />"M" is off the area being inspected for bond release. Prior <br />to Phase III bond release this ditch must be remove~or a <br />written request to leave it as a permanent structure must be <br />submitted by the landowner and approved by the regulatory <br />authority. <br />3 .~ <br />
