(WWL), agent for Glenn Springs Holdings, Ina (GSHI), property <br />manager for Occidental Oil Shale, Inc. (OOSI), received your letter of December 22, 2004 regarding <br />incomplete information for release of warranty of reclaimed lands at the Logan Wash Mine. W WL <br />submitted a request of release of warranty in a letter on December 16, 2004. As suggested in your letter <br />and outlined in Rule 4.16.1 of the Hard Rock/Metal Mining Rules and Regulations, this letter provides <br />information you require to process the release of warranty request and supercedes the letter of <br />December 16's. <br />W WL has completed an evaluation of the reclaimed acreage qualifying for bond release at the Logan <br />Wash Mine (Permit M-77-424). W WL's assessment of reclaimed acreage that meets the Colorado <br />Division of Minerals and Geology (DMG) criteria for bond release is consistent with and based on your <br />observations of these lands during your site ir>spection of September 16, 2003. The reclaimed acreage <br />you recommended as qualifying for bond release was characterized by well-established vegetation of <br />sufficient density and diversity. la some cases, plants on the reclaimed lands were of or near the <br />maturity of surrounding natural (undisturbed) lands. <br />Al l disturbed areas identified in Exhibit E, the Reclamation Plan, and the current reclamation status aze <br />shown in Table 1.0 (Attachment A). Those areas inspected by DMG in September 2003 and <br />recommended for bond release are designated in Table 1.0 as being reclaimed. Table 1.0 was prepared <br />from information presented in Exhibits E and F of the original reclamation. plan and associated maps in <br />the mine permit to illustrate reclamation status at Logan Wash Mine. Exhibit E describes each <br />disturbed area and a brief summary of planned reclamation. Table 1.0 shows that areas approved for <br />disturbance may differ from areas actually disturbed. The heading "Actual Areas 6/30/$1" is based on <br />acreages presented in a later version of Exhibit E submitted to DMG, W WL's on-site observations <br />indicate that the acreage shown under the heading "Actual Areas 6/30/81" is more accurate than the <br />acreage shown under "Approved Area" in Table 1.0. <br />The following information is relevant to understanding reclamation issues associated with Exhibits E <br />and F. <br />• Areas 1, la, 2, 3, 4, and 4a are partially reclaimed in accordance with Technical Revision No. 4 <br />(February 2004). These areas total approximately 19.5 acres (41.8 acres approved), and will <br />require several more years to establish vegetation before bond release will be sought <br />... ._ <br />... <br />
