These ditches aze <br />designed to carry the 100-year, 24-hour storm event. <br />5. Related to questions #4, how will drainage be handled on the lazge mountaintop azea? <br />The lazge expansive areas of the proposed post-mining topography (PMT) would appeaz <br />to require some drainage network or drainage plan to direct flows to downdrains and <br />other ditches. The permanent road would also seem to modify drainage slightly in the <br />mountaintop azea. Please address this important issue. <br />RESPONSE: The proposed post-mining topography contours have been revised to <br />reflect a ridgeline more neazly resembling the premining topography, as suggested in <br />item 6. This new map illustrates drainage patterns similar to those in the undisturbed <br />adjacent areas. The permanent haul road only modifies drainages slightly because it will <br />follow the ridgetop. <br />6. The Iong steep slope proposed across the center of the mountaintop does not seem to <br />resemble the pre-mining topography of that azea. The Division would be more in favor <br />of a continued reconstruction of the subdued ridgeline. Please consider a modification in <br />this area. <br />RESPONSE; The attached post-mining topography (Map 2.05.4-1) has been revised to <br />have more of a ridgeline. <br />7. Permit text should be included with the revision discussing the Small Area Exemption <br />area for the office azea and the coal cleanout azea at the loadout. Sediment control <br />measures such as gravel, straw bales, and silt fence should be specifically identified and <br />the reclamation plan for these areas should be discussed in the permit text. Since the <br />office azea was a previously disturbed azea from ranch and oil and gas activities, please <br />include scarification for this area prior to seeding. <br />RESPONSE: Revised pages 2.05-33 and 2.05-33a discuss the Small Area Exemptions <br />for the office area and the coal cleanout area. <br />8. Map 2,05.3-3b, Jeff Canyon Haul Road shows a road profile and a plan view. However, <br />the plan view seems cut off and possibly duplicative with Map 2.05.3-3a. Please re- <br />evaluate the need for the two maps. Also, since the Jeff Canyon South Haul Road has <br />been removed from the plan, please remove reference to culverts for that road from map <br />2.05.3-3a. <br />RESPONSE: LCC believes two maps aze required so that all required information can <br />be presented without too much congestion. References to culverts for the Jeff Canyon <br />South Haul Road have been removed from Map 2.05.3-3a. <br />
