Concem: Reclamation Cost determination for moving overburden in either north-south or west~ast
direction where appropriate.
Response: Colorado Lien review of cut and fill volumes for reclamation revealed the need ti
rehandle 85,727 cu. yd. By moving excess "cut" material from Area I to Area 2, adding another "fill"
area to Area 2 and moving the remainder of excess "cut" material from Area 2 to Area 3, an ~~verall
balance was achieved. Additional equipment (1 CAT 9881oader, 3 769 trucks, 1 motor grader and 1
water track) was used to haul the material. Estimated production times were developed using
infom~ation fiom the Caterpillar Performance Hand Book -Edition 27 and a maximum haulal;e
distance of 4000 feet. Fifty-six percent of the material [o be hauled will be moved 2000 ft, or less,
however the other 44% could be hauled up to 4000 feet. To simplify calculations and build iri reserve,
all material was assumed to be hauled 4000 feet. Previously demonstrated unit costs for a do;:er
pushing 270 ft. were used for respreading that material at the new destination. Estimated production
rates and costs are included and summarized in following pages,
Concem: The type, size and number of equipment units to be used during reclamation to move
overburden, perform rough grading, apply soil amendments, prepare the seed bed and perform. seeding
need to be included in the reclamation cost for each query. 71tere should also be a
mobilization/demobilizationeost for each piece of equipment to be rued.
Response: Moving overburden and rough grading will be performed by the 3 D9 dozers, 1 588
loader and 3 Cat 769 trucks previously mentioned. Mobilization cost for this equipment has been
included ip the Revised Summary of Costs. Colorado Lien proposes a hydroseeding and bloom
mulch reclamation technique that has worked in our quarries. Previously estimated costs for this
operation were increased to include mobilization and demobilization of one hydroseeding/mulching
truck, one tractor and disc or chisel ($1,000). Native Seeders of Longmont has done work on This site
for $500 per acre plus $500 for mobilization and demobilization. Therefore our estimated costs are
very conservative.
Tom, at the risk of sounding confrontational, as that is certainly not our intentions, based on nrw
infornation and bids received since January I5, 1998 and by addressing concerns raised by the:
Department of Nature! Resources, Colorado Lien's cost for Preparation for Seeding and cost f ~r
Revegetation were actually reduced from our Janttary proposal of $691,141 to $546,258 (-$144,882).
Revised Bonding Costs now total:
Demolition at Owl Canyon $141,835
Mobilization/Demobilization 5,000
Demolition at Rex Qua[ry 113, I52
Mobilization/Demobilization 5,000
Roberts Road Reclamation 10,860
Preparation for Seeding
(blasting, dozipg, dealing) 354,623
Revegetatloq 191,635
Total Direct Costs $822,105
Total Indrrect Costs (18.15%) $149,212
Total Bonding Cosb $97117
