COMPANY <br />March 27, 1998 <br />. ~' ~ <br />: Tom Schreiner <br />Located 19 miles Nonh of FoA Collins near Owl Canyon Located at Interstate 90 8 Deadwood <br />Division of Minerals and Geology <br />Department of Natural Resources <br />1313 Sherman St., Room 215 <br />Denver, CO 80203 <br />RE: Owl Canyon Quarry Permit No. M-77-302 <br />Rex Qttarry Pemrit No. M-77-304 <br />Reclamation Plan Concerns <br />Dear Mr. Schreiner: <br />Colorado Lien Company has reviewed the issues and concerns identified in the Division's March 3, <br />1998 letter and offers the following solutions: <br />Concern: The Division requests that Colorado Lien revise the typical drilling and blasting ~:ross <br />section and associated cost to show the extent of drilling and blasting needed to produce a 2:1 slope <br />from an almost vertical highwall. <br />Response: Colorado Lien asked for assistance from Buckley Powder Co. (Contract Blasting). They <br />are the contractor currently blasting at the Owl Canyon and Rex Quarries. Based on their experience <br />at this site, they submitted a quote and suggested drilling pattern (sce attachment). This pattern was <br />toed to recalculate the amount of material to be blasted based on a near vertical face. A revised cast <br />for drilling and blasting was then developed based on their quote end Colorado Lien's own drilling <br />costs which were escalated by 33% for estimation purposes. Please refer to the attached calctdetions <br />and Revised Summery of Costs. <br />Concern: Consideration will need to be given to the need for blasting of large rocks left in <br />overburden stockpiles where the size of these rocks is either greater than the capacity of the aluipment <br />used to move it or significantly reduces the efficiency of the equipment used to move it. <br />Response: Past practice at Colorado Lien is to blast in such a way as to maximize 24" Minus rock. <br />That practice should continue in the reclamation phase considering the type of cast blasting that will <br />be used to reduce slope angles. Colorado Lien has not experienced production delays ruing a CAT D8 <br />dozer (305 hp, 81,634 Ib) and does not anticipate any delays due to the use of a CAT D9 dour (405 <br />hp, 106,503 Ib) for reclamation (please refer to Rob Kisner's attached memo). <br />
