The Loadout at Lorencito is an option that may be used for contracts that allow direct shipment of coal
from the mine site. It does not include a rail spur: Page 2.05-3 has been revised.
3. Page 2.05-17a states a minimum culvert diameter oj18 inches. What about the 8-inch pipe on JC
haul road?
Table 2.05.3-1A on page 2.05-17a has been revised to include sizing criteria for an 8 inch culvert.
4. Page 2.05-29 speaks to light use roads. Are light use roads planned to all ponds or just 7, 9, 9a? On
the same page it states all culvert inlets will be mitered. Is this planned?
The text establishes that "where needed, new light [use] roads will be constructed as summazized
below." Access to all ponds is desirable. Designs for ponds 007a, 009, and 009a have been finalized
and are delineated on Map 2.05.3-14a. Plans for future pond construction will be submitted in
advance of construction and will make use ofpre-existing roads whenever possible.
S. Page 2.05-59a speaks to the rail spur and railroad right of way. Is the rail spur still planned?
No. Page 2.05-59a has been revised removing reference to the rail spur.
6. Page 2.05-61 mentions rail topsoil stockpiles. Please correct as necessary.
The notation for "Rail Topsoil Stockpiles", Page 2.05-61 has been changed to reference "Loadout
Topsoil Stockpiles". The Loadout topsoil stockpile was constructed during the first permit term.
Referring to page 2.05-76, grazing is not apre-mine land use but a management practice. Rangeland
is the pre-mine land use and grazing is the pre-mine management practice. This page also mentions
portal areas. Please correct as necessary.
Page 2.05-76 has been revised. Reference to portal areas has been deleted; pre-mine land use has
been changed to rangeland.
8. On page 2.05-77, the text should mention wind restrictions associated with blasting.
Page 2.05-77 has been revised to reference restricted blasting operations during periods of adverse
wind direction and velocity.
Table 2.05-1 does not make sense compared to bond model map. The Table is also miss-labeled
Please correct this [able to correspond to acreages depicted on the various bond model maps.
This table will be corzected and submitted with the Revised 5-Year Mine Plan Map.
10. On page 2.05-3 please correct the headings.
Headings on Page 2.05-3 (revised 10/31/02) have been corrected by revision dated 2/19/03 submitted
in March 2003.
] 1. Page 2.05-4 in current permit is wrong given the proposed mine plan.
Page 2.05-4 has been revised.
2of5
