Rule 4.033 - Lieht-Use Roads <br />3. Rule 4.03.3(4)(c) requires that ditches, cross drains, road surface drainage <br />culverts, and ditch relief drains shall be installed as required by the Division to <br />control erosion for light-use roads. <br />A culvert or swale (Arizona crossing) is required to transfer runoff from the <br />east side of the road to the west side of the road where it joins the main haul <br />road neaz the cross-over. No such design was found in revised pages of the <br />application. The Division requests that Colowyo include a revised permit <br />page containing a design for a culvert or swale. <br />4. Rule 4.03.3(5)(a) requires that light-use road surfaces shall be adequate for the <br />use of the road. Based on the Division's discussions with Colowyo, the <br />proposed road is being designed as a dozer road. The Division requests that <br />Colowyo include an updated page to the permit text that states what the <br />use of the road will be and what the road surface will be. <br />Rule 4.05 - HvdroloEic Balance <br />5. It is the Division's opinion that drainage from the area of proposed <br />disturbance is captured by a ditch that flows into the Work Area Pond. Even if <br />this road is exempt under the road "best management practices" provisions, <br />the drainage pattern and flows in the existing ditch will be altered. The <br />Division requests Colowyo to review and validate, and modify as may be <br />necessary, the storm water plans for runoff from this area into the <br />collection ditch (higher elevations, west side) to the Work Area Pond. <br />[Rule 4.05.2(1)] <br />Rule 4.06 - Topsoil <br />6. The Division requests that Colowyo provide an updated page to the <br />permit text describing topsoil salvage, storage and replacement to the <br />proposed light-use road. Please include the location of the existing topsoil <br />stockpile if necessary. See also Rule 4.03.3(3)(f). <br />Miscellaneous <br />7. Map 22 shows various power-transmission lines within the Colowyo Mine <br />permit boundary. One set in particulaz seems to be mislabeled. On the map, <br />by the primary crusher, it appeazs as though severa14,160V lines have been <br />mislabeled as 4,160KV lines. The Division requests that Colowyo check <br />the labeling on Map 22 and correct as necessary. If the map is corrected, <br />please resubmit two copies of the map certified by a registered, <br />professional engineer as required by Rule 2.10. <br />
