Long, <br />Division Director <br />The Division has reviewed the Somerset Mine Technical Revision No. 9 <br />concerning the permitting of two new coal stockpile areas. During the review <br />process, several concerns were noted by MLRD staff. Please respond to the <br />concerns listed below. <br />Hydrology <br />How does the water get from outlets of Culvert No. 1 and Culvert No. 2 to <br />the inlet of Culvert No. 3? The Division recommends using designed <br />ditches to prevent ponding and operational hazards. <br />2. MLRD recommends that the inlet of the 108" Elk Creek culvert be protected <br />with a rock or concrete headwall. Please submit plans and a reclamation <br />cost estimate for such a structure. <br />3. All of the culverts are oversized for their associated ditches <br />(i.e. culvert diameter exceeds ditch depth). Are all of these culverts <br />in a location such that their inlet areas could achieve a depth equal to <br />the culvert diameter without overtopping the ditch and jeopardizing a <br />clean water source? <br />Reclamation <br />Several items must be addressed in the reclamation plans. These are listed <br />below: <br />Using the information provided, it is unclear a5 to whether the two new <br />structure foundations need to be removed at reclamation or if they are to <br />be buried. Please clarify and include any removal costs in the <br />reclamation bond estimate. <br />2. Please provide information on reclamation of the new haul road to be <br />constructed to the Elk Creek coal stockpile.. <br />3. Pleasa provide reclamation plans and cost estimates associated with <br />rzs,o':sl of Pond B. <br />
