Effective weed control will be maintained through mowing or herbicide <br />application. <br />ACCESS & HAUL ROUTE <br />The applicant will continue to use the existing ranch road from the Cortner Pits to Cortner Road. <br />The application indicates the overwhelming majority of trucks would proceed north to US <br />Highway 50. Public Works indicates the current haul route from Cortner Pit is along Cortner <br />Road to South Road, then east or west (Exhibit 7). A one-lane bridge across the St. Charles <br />River directly west of the intersection of Cortner and South Roads, presents a safety concern <br />for the public using South Road. Public Works has determined the best possible haul route for <br />the applicant at this time is east on South Road to Lane 36, then north to State Highway 50. <br />The applicant has agreed to that haul route for Cortner Pit #2. Public Works will continue to <br />work with the applicant to identify any needed improvements to this haul route, in terms of <br />functionality and safety, prior to commencement of operations for the Beeman Pit. <br />Cortner Road is aCounty-maintained, gravel road, 28 feet wide, in good condition, but does not <br />meet present County standards for its classification of "minor collector' due to narrow width and <br />gravel surfacing. A minor collector (rural designation) should have a paved surface of 32 feet <br />wide with 2-feet shoulders on each side. Cortner Road is dust-treated annually in an attempt <br />to stabilize the road, and bring maintenance to an acceptable level for existing traffic. <br />This section of South Road is classified as a minor arterial, and has a paved surface 22 feet <br />wide, with shoulder widths varying from 0 to 3 feet. A minor arterial should have a paved <br />surface 47 feet wide, with 2-feet gravel shoulders and a dedicated right-of-way of 100 feet. <br />South Road does not meet present Standards for its classification. <br />IAND USE AND ZONING (Exhibit 3) <br />The subject property and ali adjacent parcels are within an A-1, Agricultural (minimum 35 acres) <br />Zone District, in which the primary uses are production agriculture and rangeland grazing, and <br />extraction and processing of natural deposits. <br />WATER AND SEWER <br />Bottled drinking water and portable toilets will be provided onsite <br />COMPREHENSIVE PLAN <br />The Pueblo Regional Development Plan approved by the Board of County Commissioners <br />October 16, 2001, depicts the subject property as "Rural/Ranch". <br />MINERAL EXTRACTION MASTER PLAN <br />The mining site does not appear to be within the Mineral Resource Areas To Be Preserved as <br />depicted on the Mineral Extraction Master Plan Map, adopted September 4, 1975. However, per <br />a report cited in adjacent special use permits, the general area contains coarse and fine <br />aggregates which were not evaluated, but which may contain commercial-quality resources <br />(1972 Colorado Geological Survey Special Publication, "Sand, Gravel, and Quarry Aggregate <br />Resources, Colorado Front Range Counties"). <br />
