SUP 609 allows for Sand and Grave] <br />extraction and processing operations on 170 acres in an A-I Zone District. <br />The condition of approval for SUP 609 that related to this department was: <br />6. The applicant shall continue to apply a dust palliative, as determined by the County Road <br />and Bridge Department, to a section of Cortner Road, which runs in a northeasterly- <br />southwesterlydirection adjacent to the Gage property in a Section 13, as described by the <br />applicant (see Exhibit 4 of staff's December 14, 1987 review). This dust palliative will be <br />applied only when the applicant is hauling on the above described roadway section. <br />Since the application is for an equal swap of land with theoretically, a corresponding amount of gravel, it <br />could be azgued that there is no change in the operation. However, we would be remiss if we did not <br />pursue addressing safety concerns relative to this operation. We have been in discussions with the <br />applicant to determine the best possible haul routes for the Beeman Pit and the conditions we would <br />require in order to address the health, safety and welfare of the public using these roads and have included <br />this pit as a part of that discussion. The route currently being utilized from the Cortner pit is down Cortner <br />Road to South Road. Traffic then proceeds east or west down South Road. The concem that we had with <br />the haul route from the Beeman Pit is one that we have with this pit also. There is a one-lane bridge across <br />the St. Charles River directly to the west of the intersection of Cortner and South Roads. This is a safety <br />concem for the public utilizing South Road. We have discussed our concerns of utilizing cone-lane <br />bridge for truck traffic with the applicant. After looking at all the possible haul routes the applicant could <br />utilize to access the State Highway system from the County road system we have determined that South <br />Road to Lane 36 to the State Highway is the best possible route at this time. After discussion with the <br />applicant, they have agreed to utilize South Road to Lane 36 to the State Highway as the haul route.
