<br />This document presents the results of the Division's Midterm Review of the Trapper Mining Inc., <br />Trapper Mine permit. This Midterm Review was conducted to fulfill the requirements of Rules <br />2.08.3, 2.06.2(10), 2.06.3(4), 2.06.7(5) and 3.02.2(4). <br />Rule 2.08.3 requires that the Division conduct a review of each permit issued, prior to its midterm <br />(2'/~ yeazs). Based on this review, for good cause shown, the Division may require reasonable <br />revisions or modifications of the permit provisions to ensure compliance with the Act and <br />Regulations. <br />Rules 2.06.2, 2.06.3, 2.06.5 and 2.06.7 require that experimental practices, mountaintop removal <br />variances, variances from approximate original contour (AOC) and variances from contemporaneous <br />reclamation, respectively, be reviewed by the Division where applicable during the Midterm Review. <br />Rule 3.02.2(4) requires that the Division review the amount of the bond and the terms of acceptance <br />of the bond every 2%: yeazs. <br />This Midterm Review consisted of a detailed review of the Trapper Mine permit application and <br />Findings Document to identify any items that may have been overlooked during the initial review. <br />The Division also reviewed all subsequent revisions and stipulation responses to ensure that all <br />permit commitments and conditions were being followed. Problems and observations from past <br />inspection reports were also considered. <br />SECTION I. -HISTORY <br />The Trapper Mine is located approximately 6%: miles south of Craig, in Moffat County. Mining <br />operations began in 1977, with facility construction dating back to 1975. Initial operations were <br />conducted by Utah International, Inc., under Permit No. C-76-011. On February 2, 1981, Utah <br />International, Inc. submitted an application for a new permit, pursuant to Section 34-33-109 of the <br />Colorado Surface Coal Mining and Reclamation Act. The permit was issued by the Colorado Mined <br />Land Reclamation Division as Permit No. C-81-010 on December 31, 1982. <br />On April 27, 1983, the Division approved a transfer of ownership of the Trapper Mine from Utah <br />International, Inc. to Trapper Mining Inc. On June 25, 1987, Trapper Mining Inc. submitted a <br />proper renewal application, and the renewed permit was issued on December 31, 1987. <br />Trapper Mine was issued its second permit renewal, with stipulations, on December 31, 1992. On <br />January 19, 1993, Permit Revision No. 3 was approved. This permit revision incorporated into the <br />permit application the issues that were resolved in the Permit Renewal No. 2 process, including the <br />opening of new pit areas. <br />This MidtetTn Review was due June 29, 1995. The first set of adequacy questions was sent on <br />June 23, 1995. A second set of adequacy questions is contained within this Midterm Review <br />document. <br />
