November 2005 Hayden Gulch Mine 'Final Bond Release Application •Page S <br />HGTI and CDMG representatives further reviewed the vegetation sampling plan on <br />July 28, 2004. Ms. Sandy Brown indicated that she had reviewed the 1998 Bond <br />Release Application and agreed with the decisions reached during the July 22"d <br />discussions with the following caveats: <br />1) Vegetative cover values for Pazcel E, Parcel HG-8 and Parcel 003 could include <br />shrub cover. <br />2} The reference azea sample size should be at least five samples to assure that the <br />weighted mean value is representative of the cover conditions for the reclaimed <br />mine area. <br />. Final bond release vegetation sampling for the four parcels was conducted in <br />August 2004 and 2005, by ESCO Associates, Inc., of Boulder, Colorado. The <br />' results of the final bond release vegetation sampling aze presented in Appendix A, <br />Vegetation Monitoring for Final Bond Release. The data presented in Appendix A <br />confirms that specific revegetation performance standards for vegetative cover and <br />' density were generally met for both yeazs. The data also indicates that the average <br />area-weighted shrub density standard of 750 stems per acre has been achieved for <br />Parcels E, HG-8 and 003. <br />17. Copies of the A'ritten Notice to Seek Release to Parties Identified in Rule 3.03.2(1): <br />• A copy of the proposed bond release application notification letter and a listing of <br />the interested parties identified in Rule 3.03.2(1) aze included in Appendix B, Bond <br />Release Notification to Interested Parties. <br />As required under Rule 3.03.2(1), written notification was sent to the interested <br />' parties prior to filing this bond release request. Copies of the certified mail receipts <br />are also presented in Appendix B. <br />' 18. Copy of Public Notice.• <br />• A copy of the proposed public notice is presented in Appendix C, Public Notice. <br />The public notice will be published for four (4) consecutive weeks in the <br />' Steamboat Pilot. The Proof of Publication will be submitted to CDMG as soon as <br />HGTI receives the notazized receipt of publication from the newspaper. <br />3.0 REQUIREMENTS OF PHASE II BOND RELEASE <br />The following information is submitted to meet the requirements for Phase II bond release on the <br />four parcels. The locations of the four parcels aze shown on Map 1, Hayden Gulch Mine Permit <br />Boundary Map and Revegetation Sequence. Following is specific information required for the <br />Phase II bond release as outlined in the Bond Release Guideline: <br />Map Showing Revegetated Areas and Reference Areas: <br />• Map 1, Hayden Gulch Mine Permit Boundary and Revegetation Sequence, shows <br />the four reclaimed and revegetated pazcels, as well as the reclaimed mining <br />disturbance area, which was previously released from reclamation liability.
