The proposal described in the technical revision packet is <br />fairly straightforward, but I have a few questions, which I have listed below. <br />I . The copy received here noted that the $188 fee for the technical revision was mailed to <br />Denver, which I have confirmed was received there on June 4, 2002. I have not confirmed if an <br />original of the technical revision itself was received there. Please confirm whether the technical <br />revision packet was also mailed to the Denver office. <br />2. The narrative states that various materials will be hauled in from job sites, which I assume <br />includes the county's projects and from private firms also. Is that correct? <br />3. The narrative describes a variety of types of materials, including recycled asphalt chunks. One <br />of the criteria we use to judge whether asphalt material is inert is if it is older than 60 days since it <br />was batched. Please confirm that you will not allow the importation and placement of asphalt <br />which is less than 60 days old. <br />4. Another criterion we rely on is whether the imported material contains hydrocarbon <br />contamination, such as soils which absorbed fuels or oils. Some such materials may be rendered <br />inert by natural weathering, when spread in thin layers and fumed regularly, but not when they <br />are backfilled in a lazge mass. Please confirm that such contaminated materials will not be <br />backfilled before being rendered inert, or that they will be refused if they remain as contaminants. <br />5. The future importing and placing of backfill materials cannot extend to the types of items or <br />materials which would be regulated as landfill materials, under the jurisdiction of the Colorado <br />Department of Public Health and Environment. Please confirm that San Miguel County will <br />adequately control the site against accumulation or burial of such materials. <br />6. If you plan to segregate soil or other materials which you judge to be suitable as a growth <br />medium, to be spread later to support revegetation, please ensure that it is not imported in a <br />
