I • <br />• <br />• <br />OVERBURDEN REMOVAL - On this side oC Academy Boulevazd, overburden (that material <br />between the bottom of the soil layer and the top of the sand) is essentially nonexistent. In other <br />words, the overburden is usually the soil. Although the first few Ceet of sand under the soil tends to <br />be very fine and produces a considerable amount of waste, it can be turned into marketable products. <br />In essence, the removal and stockpiling of overburden is covered under the previous section that <br />deals with soil salvage and stockpiling. <br />WATER HANDLING: <br />Throughout Phase lE, 2E, and part of Phase 3E, water control measures in the form of <br />sedimentation or detention basins are not needed. This is because, until Phase 3E is well along in its <br />development, all drainage from the mining areas will be into deep, closed basins. Until then no <br />sediment or water can leave the site and all drainage is essentially into the ground and the air. <br />Once Phase 3E is well along in its development, however, an outlet will be created that will <br />eventually connect most of the mined ]and east of Academy Boulevazd with the southwest corner of <br />Phase 3E. When that occurs, a sediment and/or detention basin will be needed to control runoff and <br />sediment entering the water control systems in the surrounding areas. Figures located at the end of <br />this exhibit show what is proposed for this area. The figures are from a study entitled "Little <br />Johnson/Security Creek Drainage Basin Planning Study" prepazed by Simons, Li & Associates, Inc. <br />for the El Paso County Department of Public Works, At this point the plans are subject to <br />considerable change. Because this pond will not be needed for about 12 to 18 years from now, only a <br />commitment is provided in this permit that the necessary control, developed in coordination with the <br />drainage district, will be designed and included when needed. Because that design will cause an <br />alteration to the permit, the design will be submitted as a technical revision when it is needed. <br />Until then, sll that is provided is an approximate location of where this detention retention pond will <br />go when it is needed. Nothing more than that can reasonably be provided because as surrounding <br />lands change under future development, the needs of the regional drainage system will probably <br />change. If a design was provided now, by the time it is needed it would probably be inadequate or <br />inconsistent with plans and needs at that time. The new design would need to be submitted then, <br />making the original design useless effort. <br />Another Ceature of the water system for this site will be established when the ditch is <br />relocated. The existing line of the ditch which extends along the east side of Academy will remain in <br />place. Agate will be installed in this route to control the amount of water flowing from the main <br />ditch to this side ditch. At the south end oC this ditch a pipe will be installed that will flow to a basin <br />shown on Exhibit C, Mining Plan Map. This basin will provide, through an agreement included at <br />the end of this exhibit, an aquifer recharge area. <br />The idea is to connect the holding basin with the aquifer underneath this area of the deposit. <br />The water that flows into the holding basin will be allowed to flow into the gravels, thereby <br />increasing the water contained in the aquifer. It is expected that this holding basin and supply line <br />will remain in place long after the operation is completed, thus continuing the recharge process <br />through the use of water from the irrigation ditch. This system, although not an invention of Transit <br />Mix, will be established as a cooperative effort to improve the water quantity and quality of the <br />aquifer underlying the mine area and extending on down the Fountain Creek valley.
