EXHIBIT D 5~S( <br />MINING PLAN <br />INTRODUCTION ANDOVERVIEW.• <br />iii iiiiiiiiiiiii iii <br />sss <br />The mining plan for this site is divided into two parts. The First part addresses those lands <br />west of Academy Boulevard, while the second part addresses those lands east of Academy Boulevard. <br />Because of the considerable differences that ezist between these two areas this format is necessary. <br />The land west of Academy Boulevard is primarily used to process the sand and gravel which <br />is mined mostly on the east side of Academy Boulevard. Furthermore, the timetable For completion <br />of the processing site is quite distinct from that which will occur where the sand is mined. <br />Land west of Academy Boulevard will mainly be a processing area for the nett 10 to 15 or <br />maybe 20 years. Then most or all of the processing functions currently conducted on the west side of <br />the highway will be moved to the east side. The west side of Academy is almost totally disturbed <br />and reclamation is just beginning, while the east side of Academy is mostly undisturbed. These <br />differences and various historical factors differentiate how each area is mined, affected and <br />reclaimed. <br />Permit Boundary Definition <br />In many areas the permit boundary for this amendment is at the same location it was after <br />the 1985 amendment. Due to the acquisition of some new lands and the alteration of the mining and <br />reclamation plans made possible by these new land acquisitions, the permit boundary in other areas <br />• differs from the previous boundary. <br />First, the permit boundary is intended to define and include all eapected disturbances that <br />directly result from the mining operation. It also includes land that was previously disturbed and is <br />currently under or will soon be under reclamation. Second, in some areas the permit boundary <br />includes some land that is not ezpected to be affected. In those cases, the boundary was placed where <br />it was easy to identify and describe. In geneial, however, the difference between the permit <br />boundary and the affected Iand boundary is quite small and for all practical purposes of no <br />importance. Because these differences are so slight the affected land area should be considered to be <br />essentially equal to the permit area. <br />Areas where there are m$jor differences from the 1985 amendment are as follows. <br />1. The north boundary of the eastern phases has been moved northward to accommodate the <br />tree screen plantings and slope north of the proposed new ditch alignment. <br />2. The east side of the northwest corner of the eastern phases has been moved eastward to <br />accommodate reclamation of the previous disturbances made when the ditch was moved subsequent <br />to the 1985 amendment. <br />• Mining Plan Page D-t <br />J <br />
