P~n~ <br />c,~~ <br />Commissioner Campbell moved adoption of the following <br />Resolution: <br />BEFORE THE BOARD OF COUNTY COMMISSIONERS <br />OF THE COUNTY OF EL PASO, STATE OF COLORADO <br />Resolution No. 89-179, General-79 <br />ASS' <br />~ I ~.~-o <br />~~AAb~,I~I~- <br />wf C2~r Ke y~ <br />WHEREAS, Castle Concrete Company has applied for an amendment to <br />its Mined Land Reclamation permit in order to expand its mining <br />operations at the Snyder Quarry; and <br />WHEREAS, the Mined Land Reclamation Board will consider said amend- <br />ment during a hearing scheduled for June 21, 1989; and <br />WHEREAS, C.R.S. 34-32-116(7)(j) requires that the reclamation plan <br />for a mining operation include a determination as to whether the <br />affected land would be ultimately reclaimed for forest, range, <br />crop, horticultural, homesite, recreational, industrial, wildlife <br />or other uses; and <br />WHEREAS, said statutory provision requires that, prior to approving <br />any new reclamation plan or approving a change in any existing <br />reclamation, the Mined Land Reclamation Board confer with the local <br />board of county commissioners; and <br />WHEREAS, a public "conference" meeting was held on June 8, 1989, <br />between representatives of the Mined Land Reclamation Division and <br />the Board of County Commissioners of E1 Paso County regarding the <br />reclamation plans for the Snyder Quarry; and <br />WHEREAS, concerns were raised during said meeting regarding the <br />post-mining land uses and the desirability of reforestation versus <br />the applicant's proposed grasslands for wildlife habitat; and <br />WHEREAS, local government authority over land uses was acknowledged <br />by the Director of the Mined Land Reclamation Division during said <br />meeting; and <br />WHEREAS, Snyder Quarry is located within the unincorporated juris- <br />diction of E1 Paso County; and <br />WHEREAS, Snyder Quarry has been located within a "Forest and <br />Recreation" zone district since 1958; and <br />WHEREAS, the principal purposes of said zone district are that "of <br />efficiently using land to conserve forest resources, protect the <br />natural environment and preserve open space"; and <br />wHEREAS, the proposed expansion of Snyder Quarry involves an area <br />highly visible to community residents and visitors, thus making the <br />post-mining land use a critical issue. <br />
