These methods are proposed to seal the mine to supplement filling
the drift entries as allowed in 30CFR 75.1711-2. The addition of
the proposed seal to the required backfill will provide additional
protection to the public safety. Additionally, when the area has
been reclaimed, the entrances will be under ten to twenty feet of
backfill over the top of the entrances. Tltis will provide an
additional measure of safety to the public. In fact, there will be
no way to tell where the portals were located.
Since t}re sealing of the mine must include the main intake and
return entries, Salt Creek must build the seals after the main
ventilation fan has been removed. Once the fan has been removed, no
person shall be allowed beyond.tite area in the mine where the seals
are proposed to be constructed. Salt Creek will install Danger
signs that indicate the maximum distance that travel is allowed into
the mine.
While workmen are in the mine constructing the seals, the atmosphere
of the immediate saorlcing area shall be monitored for accumulations
of methane and oxygen deficiency by a certified person. The history
of Munger Canyon mine indicates that there will be no methane
encountered. The proximity of the working location to the surface
will ensure that there is no oxygen deficiency in the working
environment.
If there are qucsCions or if I can be of further assistance please
contact me.
Sincerely,
/ ~-`
L ~~~~~~~
'' / John t1.
