Your response to this adequacy item included a new Reclamation Plan Map
ar~d a narrative referencing the original reclamation map included with
your conversion application. The Division considers the new maps
submitted with your adequacy response to be replacement maps and will
discard the original maps. The new map does not show the expected
physical appearance of the affected land, correlated to the proposed
mining and reclamation time table, as required by Rule 12.1.2(7>(a).
Tt~is Rule specifically states that "the map must show proposed topography
of the area with contour lines of sufficient detail to portray the
direction and rate of slope of all r=claimed lands. Please make the
necessary changes to the replacement maps.
EXHIBIT L - Reclamation Costs
A chanced reclamation plan was submitted with your adequacy review responses.
The changes affecting reclamation costs are the reclamation highwall scope
change from 2:1 to 3:1, the placement of 6 to 10 inches of topsoil substitute,
hydro-seeding and hydro-mulching. According to Rule 2.1.2(13>, reclamation
cost figures must reflect costs of reclamation that would be incurred by the
State.
New Item 1. Please explain the details of how the 3.3 m.c.f. of blasting was
calculated. It is assumed that benches will be blasted to form
the 3:1 slopes. How many benches of what dimensions will be
blasted?
