<br />EXHIBIT "C" <br />NORTH OF DOUGLAS PASS <br />MINING PLAN <br />This pit is a source for borrow material to widen the shoulders of Highway 139 and <br />provide fill to maintain the Highway across Douglas Pass. Douglas Pass is located on a lazge <br />active landslide and occasionally requires reconstruction of the roadway when it moves.. Since <br />shale rock is unsuitable for making hot mixed bituminous pavement, it is unlikely that the pi[ <br />will be used for crushing aggregates or producing hot bituminous pavement. The only <br />processing of rock would be screening through a grizzly using a loader. The expected life of the <br />pit is 20 to 30 yeazs. Historic use has been about 1,000 cubic yazds per year. <br />Excavation will be by dozer, loader and truck. Blasting is not anticipated. The existing <br />pit slope is about 1/4:1 or 1/2:1 over 100 feet high. The additional acreage provided by this <br />permit will allow the pit slope: to be layed back to an average slope of 1:1. As the slope is <br />excavated back to 1:1, the top of the slope will fall on the back side of the ridge, decreasing the <br />present height of the back slope. The rock slope will be left inegulaz and the average 1:1 slope <br />may contain azeas as steep as 1/4:1 intermixed with benches. The bottom of the existing pit will l <br />not be excavated below existing elevation. See the mining plan map, Exhibit "E". J <br />No ground water has teen encountered within the pit limits. Therefore, dewatering will <br />not be required. No water will be required in the excavation or processing of fill material. <br />Although West Douglas Creelc is adjacent to the easterly pit boundary, surface runoff should not <br />reach the creek. The pit bottom is graded to drain to [he south and east and a bean along the <br />easterly edge has contains the surface runoff. CDOT has a NPDES permit and Storm Water <br />Management Plan with Colorado Department of Health for surface runoff of all pits. <br />There will be no fuels or other chemicals stored in the pit for excavation of bonow~ <br />materials. We have no plans I.o process crushed rock or produce hot mixed pavement. . <br />No water will be required during excavation of borrow materials. <br />Maximum disturbed azea should not exceed 11 acres and the maximun actively mined <br />area should not exceed about '7 acres. The existing berm located on the southerly edge of the pit <br />will contain most of surface nmoff. <br />Topsoil will be stripped from new azeas to be excavated and saved for replacement on the <br />flat pit bottom or any slopes I %:1 or flatter. Only topsoiled azeas will be seeded. The rock <br />slopes steeper than 1 %::1 will not be topsoiled. Reclamation of finished slopes will begin as the <br />final volume to be removed from the pit can be estimated. <br />
