endangered species assessment, and included a 0.5 acre incidental permit boundary increase to include an <br />existing water monitoring well within the permit area. Maximum projected coal production was revised <br />slightly downward, to between 0.3 and 0.5 million tons per year. Reclamation cost estimate performed in <br />association with TR-15 review resulted in an increase in reclamation liability amount, from $265,431.00 to <br />$309,256.00. A rider to the corporate surety bond, increasing the amount of bond held by the Division to <br />$309,256.00, was accepted by the Division on September 19, 2006. <br />MR-39 proposed approval decision was issued August 22, 2006. The revision incorporated a change in <br />resident agent and inspection contact for the mine from former mine manager Walter Whitledge, to new <br />mine manager Gary Isaacs. <br />Permit Renewal No. 6 Review Process <br />On September 19, 2005, the Division notified CAM that mining and reclamation permit C-80-004 for the <br />McClane Canyon Mine would expire on July 6, 2006. The Division requested pursuant to Rule 2.08.5, that <br />a renewal application be received in the Division office on or before January 7, 2006. <br />CAM's application for Successive Renewal No. 6 (RN-06) of Permit C-80-004 was received by the Division <br />on November 10, 2005. The application included a renewed certificate of insurance, in addition to the <br />required application form and proposed newspaper public notice. The application was deemed complete on <br />November ] 5, 2005, and notices were provided to various local, state, and federal agencies on that date. <br />Public notice of the renewal application was published in the Grand Junction Daily Sentinel once a week for <br />four consecutive weeks beginning November 23, 2005. Proof of publication was provided to the Division <br />on December 15, 2005. The Division received comment letters from the State Historic Preservation Officer <br />(SHPO), Office of the State Engineer Division of Water Resources, and the U.S. Fish and Wildlife Service <br />(USFWS). The USFWS letter requested the Division to ensure that a biological assessment be prepared, to <br />evaluate the potential effects of the project on threatened and endangered species and their habitats. Clazifications, updates and corrections were requested in regard to Identification of Interests and <br />Compliance Information, Operation Plan information, Mine Facilities description information, Surface <br />Water Control System information, Revegetation Plan information, Drill Hole Abandonment <br />documentation, and Probable Hydrologic Consequences information.
