Rancho Escondido Property Owners Assoc <br />Marcia Scatena, President <br />5724 hiedio Luna Ave. <br />Ba4ersfield, CA 93306 <br />August 2S, 1997 <br />Division of Minerals and Geolo.y <br />1313 Sherman St., Rm 2l S <br />Denver, CO 80203 <br />RE: Basin Resources, Phase I Bond Release <br />~ECEiv~o <br />AUG 2 9 1997 <br />Divisicr, cf Minerals x Gac:agy <br />We are a property development known as Rancho Escondido, on the north side of <br />Hwy l2 across from Golden Eagle Mine, with fifty-four (54) 35 acre parcels. <br />During the years of 1995 and 1996, Basin Resources used our roads for access for <br />the propose of taking core samples. During this time they used and abused our <br />roads without permission. <br />The Property Owners Association is requesting that you withhold a portion of <br />their bond for use in reclaiming the damage done to our roads and private <br />property. At several locations, we had to rebuild areas of the roads. Basin <br />Resources used the roads during heavy rain fall that caused ruts in the roads. <br />Also, one of our roads was washed out during drilling when water was hit. <br />One of our property owners (Leiers's) had a road built on their property without <br />their knowledge and consent. This road has not been restored to its natural state. <br />Basin Resources was contacted back in October 1995 concerning the damaged <br />caused by the core sampling. At that meeting, they a~eed that some monetary <br />value would be considered after all the core samples were done. As of this date, <br />the Property Owners Association has not received any compensation or assistance <br />in repairing road damage. <br />The Property Owners Association is objecting to the reiease of the bond. We aze <br />requesting an informal conference to resolve these concerns. You can contact the <br />Property Owners Association at P.O.
