Each time this equipment is moved to a new location within the State of Colorado the owner <br />or operator shall file a Revised Air Pollutant Emission Notice. Such notice shall be received by <br />the Division at (east ten (10) days prior to the change in location. <br />At all times, including periods of start-up, shutdown, and malfunctiori, the facility and control <br />equipment shall, to the extent practicable, be maintained and operated in a manner consistent <br />with good air pollution control practices for minimizing emissions. Determination of whether <br />or not acceptable operating and maintenance procedures are being used will be based on <br />information available to the Division, which may include, but is not limited to, monitoring <br />results, opacity observations, review of operating and maintenance procedures, and inspection <br />of the source. <br />8. Transfer points shall be enclosed. <br />9. Rotary breaker shall be enclosed. <br />10. This source shall be limited to a maximum production rate as listed below and all other <br />activities, operational rates and numbers of equipment as stated in the application. Annual <br />records of the actual production rate shall be maintained by the applicant and made available <br />to the Division for inspection upon request. <br />Throughput of coal shall not exceed either of the following limitations: <br />4000 tonsthour or 5.5 x 10° tonslyear <br />Records of coal throughput shall be maintained and made available to Division personnel upon <br />request. <br />The above emission limitations were based on process information provided by the applicant <br />and emissions factors from AP-42. <br />11. The coal reclaim system shall be equipped with partial dust covers and located underground <br />or shall be totally enclosed if located above ground. The coal shall have a minimum moisture <br />content of eight percent. <br />12. Trucks hauling material from the stockpile area to the reclaimer system shall be restricted to <br />paved roadways. <br />13. Prevention of Significant Deterioration IPSD- requirements shall apply to this source at any <br />such time that this source becomes major solely by virtue of a relaxation in any permit <br />condition. Any relaxation that increases the potential to emit above the applicable PSD <br />threshold will require a full PSD review of the source as though construction had not yet <br />commenced on the source. The source shall not exceed the PSD threshold until a PSD permit <br />is granted. <br />14. A Revised Air Pollutant Emission Notice shall be filed when a significant change in emissions <br />occurs, as required by Regulation No. 3. <br />51 /15/3 <br />
