of reclaimed Channel "H", with berms constructed along the toe of the reclaimed <br />area and along the sides of Channel "H", to ensure that disturbed runoff will be <br />passed through one of the silt fence segments. <br />It is important that the silt fence segments on either side of the channel be placed <br />at the lowest elevation point along the berm, to ensure that disturbed runoff will <br />be routed through the silt fence rather than ponding up in other locations along the <br />berm. It is not cleaz from the diagram on page M(viii)-liv, that this is the case. <br />Please amend the silt fence locations on the diagram, and/or specify in a <br />notation on the diagram that silt fence structures will be "field fit" to ensure <br />that silt fencing is placed in low points along the collection berms, to ensure <br />that disturbed runoff is passed through silt fence and does not pond up in <br />other location(s) along the berm. <br />4. The Division had requested a small area exemption sediment control plan and <br />demonstration for the reclaimed configuration of the small lower road topsoil <br />stockpile area, but this plan and demonstration does not appear to have been <br />provided in the application. Please provide appropriate small area exemption <br />sediment control plan and demonstration for the lower road topsoil stockpile <br />area, reclaimed configuration. <br />5. CAM provided an amended reclamation timetable (Table 3.7-2) as requested by <br />the Division. The timetable shows that earthwork and most seeding will be <br />completed in 2007, with some seeding possibly completed in early 2008. <br />Sediment pond removal and removal of culverts along the lower road to be <br />retained for the postmining land use is scheduled for 5 to 10 years following <br />completion of primary reclamation. <br />The amended schedule is acceptable. Grading work will need to be closely <br />coordinated with seeding contractors as necessary to allow access for seeding <br />equipment as grading work proceeds from the portal area down the access <br />road. Project timing will need to be coordinated to ensure that seeding <br />activity is conducted within the approved time periods. Of the three <br />approved seeding windows, the fall dormant season (Oct. 15-Dec. IS) is <br />preferred for large scale projects, to minimize potential for failure, which <br />would necessitate future reseeding. We would recommend that the work be <br />scheduled to accomplish the majority of the seeding during the fall dormant <br />season. <br />6. Stipulation No. 32 of the approved permit requires submittal of a written request <br />for retention of the lower, privately owned section of haul road, prior to initiation <br />of final reclamation of the Munger Mine Bench and Upper Access Road. CAM <br />has requested that the stipulation be amended to allow for completion of the work <br />specified in the revised reclamation schedule for 2007/2008, without providing <br />written landowner request for retention of the lower road segment. The Division <br />believes that CAM's request is logical, and we will include amended language for <br />
