...,_
Proposed Decision

The Colorado Division of Minerals and Geology proposes to partially approve Rockcastle
Coal Company's request for bond release at the Grassy Gap Mine. This decision represents
a release of bond associated with the completion of all reclamation activities at the Grassy
Gap Mine less an amount of money retained to cover potential reseeding and weed control
on small areas at the site.
The Grassy Gap Mine is located approximately 12 miles south of the Hayden Power Plant
in Routt County, Colorado in T5N, R87W of the 6th Prime Meridian. This area is contained
within the Mount Harris and Dunckley 7 1 /2 minute USGS quadrangle maps.
This proposed decision is based on review of the reclamation plan, field work completed
by the operator, and a site inspection conducted November 9, 1992. The Division
proposes to release 559,271.00 from the existing 594,271.00 bond, leaving a
535,000.00 bond amount.
Any person with a valid legal interest which might be affected by this proposed decision of
the Division or any governmental agency with special expertise with respect to any
economic, social, or environmental impact may request an adjudicatory hearing. The
request for a hearing must be written and state with specificity the reasons why the
hearing is requested. It must be received by the Division within 30 days of the first
publication of this notice. Requests should be submitted to:
The Division of Minerals and Geology
1313 Sherman Street, Room 215
Denver, Colorado 80203
