BANTA, Dlreetor <br />DATE: July 29, 1988 <br />T0: Mike Savag <br />FROtA: David Berry <br />RE: Colorado Yampa Coal Company -Bond Adjustment - <br />Mine No. 3 - C-84-062 <br />This memorandum will summarize the remaining bond issues pertaining to the <br />above-referenced bond adjustment. We currently hold 51,493,080.00 to cover <br />approximately 359 acres. The 359 acre figure includes about 6 acres covered <br />by permanent ponds, and about 1:5 to 2.0 acres at the office facility. The <br />remaining acreage (approximately 351 acres) has been topsoiled and <br />revegetated. We have recommended a total reclamation bond amount of <br />$156,000:00, which should cover reclamation of the office area, rill and gully <br />maintenance of the revegetated areas, reclamation of the various monitoring <br />wells and one hundred percent revegetation: The amount is calculated assuming <br />that topsoil redistribution is not an issue. Colorado Yampa Coal Company has <br />agreed to this figure. <br />Topsoil redistribution has been a concern; however, it seems that the <br />operation has adequately responded to our previous questions. The following <br />information is presented for your review so that we can issue a proposed <br />decision. <br />The initial permit application specified that approximately 888,400 cubic <br />yards of topsoil were available to reclaim approximately 300 acres. Please <br />note that an additional approximately 50 acres had been topsoiled prior to the <br />permit approval, but the same 50 acres remain under the current liability <br />area. Thus, the total affected area for which the bond was calculated is <br />actually about 350 acres. <br />The permit document divides the reclamation area into four blocks. The <br />specified redistribution depths varied from 1.5 feet (18 inches) to 2.7 feet <br />(32 inches), depending upon location, apparently due to the proximity to <br />particular topsoil piles. The Finding Document indicates that enough topsoil <br />existed to allow an average redistribution depth of 2 feet (24 inches), with <br />the actual depths varying with area as described above. <br />Based upon the Division's topsoil measurement inspection of October 1987, the <br />area-weighted average redistribution depth is about 20.5 inches and the <br />straight average depth is about 21 inches. Using the 20.5 inch value, average <br />depth varies about 15% from the permit value of 24 inches.
