Achievement of the requisites was <br />documented by surveying the established vegetation cover and species composition, replacing the <br />topsoil to the pre-mining depth over the reclaimed area, monitoring to assure that hydrologic <br />functions of the AVF have been restored, and demonsvating that the reclaimed area is not <br />contributing suspended solids to stream flow or runoff outside the permit area in excess of pre- <br />mising levels. <br />' Kaiser believes that the requirements for Phase II release at the Chimney Rock Mine have been <br />met to the intent of the regulations and requests Phase R bond release. These requirements have <br />been met as follows: <br />' 1. Vegetative cover of the disturbed area is within 90 percent of the cover of the reference <br />area and species diversity exhibits seasonality and is progressing toward the Phase III <br />' standard. While warm season grass species were not apparent in the transect data, the <br />bond release inspection conducted in October 1996 verified that warm season grasses were <br />present on each of the reclaimed sites. <br />' R1:aV 09~Marcn 19.
