Hydrologic functions of the AVF area have been restored as compared to undisturbed areas <br />of the site and vegetation production is above the reference area standard. <br />' 4. Sedimentation from those areas of the site being requested for Phase II have been <br />controlled and demonstrated by the SEDCAD+ model to contribute less than pre-mine <br />' conditions. <br />5. As a result of the 1996 vegetative sampling at the site, the noxious weed control program <br />' will be expanded to include field bindweed and other noxious weed identified by the <br />CDMG guidelines. Prior to this sampling, it was not known that field bindweed was <br />becoming a problem in areas of the site. <br />6. Irrigation combined with the noxious weed control program in the AVF Reclaimed Areas <br />will improve the overall perennial vegetative composition and reduce the quantity of annual <br />' and biennial weed species. <br />' 7. Kaiser also would like the opportunity to state that the overall reclaimed site is in <br />compliance and has met or exceeded the requirements for Phase II bond release as stated <br />in the Guideline Regarding Selected Coal Mine Bond Release Issues (CDMG 1995). <br />' Kaiser requests a complete Phase II bond release in the amount of $200,000, which <br />encompasses the entire disturbed area.
