Reclamation Costs Exhibit L
Due to the need for a gravel well permit and augmentation plan; the worst-case scenazio for
this site becomes complex. A gravel well permit and augmentation plan for this area takes
approximately 3-4 years before it is issued. In order to satisfy the Division of Water Resources
and the CDMG's, a temporary substitute water supply plan is necessary. This plan will last
three years before expiration. Therefore, we will only look at the worst-case scenario, which
will occur during those three years.
The bond will be calculated for two years of mining to have occurred in the Scott Expansion.
This amount of mining would remove most of the material in Area 1 of the Expansion. If the
augmentation plan is not completed by the time mining must begin in Area 2 of the Expansion,
United companies commits to a recalculation of its bond for this site.
The following scenario is based on the assumption of two years of mining in the Scott
Expansion and little to no work being completed on the reclamation of the Chambers Pit.
Foundations both on the Scott Expansion and the Original Pit will be removed. Prior to work
in either of the pits they will require partial to complete dewatering. In this calculation,
complete dewatering has been assumed. Reclamation tasks in Mining Area 1 of the Expansion
Area will complete the final grading and apply topsoil to all disturbed areas above water line.
These azeas will then be disked to remove compaction and seeded with the appropriate seed
mix. The Chambers Pit will require substantial earthwork including import of overburden
from the Casey Concrete site in order to complete the final pit slope grading. All areas other
than the Commercial/Industrial land use area will be top soiled and disked to prepare the areas
for final seeding. Once erosion has been controlled by reclamation, unnecessary water control
structures will be removed.
It should be noted that appropriate reclamation of the Chambers Pit and an in-place gravel well
permit with an augmentation plan would greatly reduce the site's bond. Once the gravel well
permit and augmentation plan has been granted, the operator will request a bond recalculation
for the site.
Reclamation Costs
Task Description Quantity Cost Totat Cost Duration (mn)
Remove Foundations at both 1.00 $10,000.00 $14,000 0.50
Scott Expansion and Orginal
Pit
Dewater Mining Area 1 of 1.00 $10,000.00 $10,000 1.00
Scott Pit Expansion
4/26/04 Page Ul
