Are the onsite roads that were developed and used during the operation to remain after reclamation? <br />The revegetation plan may need revision and/or additional information. The seed mix only contains two grass <br />species, whereas optimum rangeland mixes contain more grass species and ofren a legume or forb species. Rule 3 <br />(Reclamation Standards) requires a "diverse" stand of vegetation, because it usually results in better establishment <br />in the early stages and better response to adverse conditions in later stages. Reclamation of this site, according to <br />the application, may not include replaced topsoil on all affected areas. This fact indicates that seed mix diversity <br />(as well as mulch and fertilizer, discussed below) maybe even more important. Please contact the local NRCS <br />office far a recommendation of other grass and/or forb species. <br />For each species in the seed mix, please clarify the specific rate of application (not a range of rates). Also, please <br />clarify whether the rate provided is a bulk rate or PLS rate. <br />Please clarify whether mulch and/or fertilizer will be used. If so, please specify the type(s) to be used, and <br />method(s) and rate(s) of application. This recommendation may be obtained from the NRCS office. <br />Exhibit F -Reclamation Map (Rule 6.4.61 <br />If mining is to occur on both (east and west) sides of the buried itrigafion line, please provide better narrative <br />information about how it will occur (under Exhibits D and E). If a map revision is necessary to show different <br />contours where the waterline crosses, please include that on your upcoming map. <br />If roads are to remain, please ensure they are depicted, even if their locations are approximate or conceptual. <br />Likewise, if arroyo crossing structures (installed during mining) are to remain after reclamation, please depict them. <br />If the stormwater runoff control structures (installed during mining, pursuant to WQCD requirements) are to <br />remain, please indicate them on the map. <br />Please check the reclamation contour line locations for the 6245-foot elevation, at the north and the south edges of <br />Phase C. They appear to indicate placement of fill close to the edges of the floor, rather than removal of material. <br />Are these correct? <br />If there is no mining to the west of the buried waterline, please update the post-mining topography to reflect that <br />There is no indication on the map that all affected areas will not be revegetated. If there are areas that will not, in <br />fact, be revegetated, please indicate them on the revised map. <br />Exhibit G -Water Information (Rule 6.4.71 <br />The application states that this operation will be managed as a no-discharge site. Please provide better information <br />about stormwater control practices and structures, show them on the maps, and provide a copy of the stonrtwater <br />management plan (if one has been filed with the WQCD). Please be reminded that no topsoil maybe used in the <br />construcfion of the control structures, and no topsoil maybe stored in unprotected areas. <br />Exhibit L -Reclamation Costs (Rule 6.4.12) <br />This information may need to be updated, according to any clarifications or revisions described above. This will <br />include highwall reduction and weed control, and could also include ripping for road reclamation, scraper or loader <br />use for long distance topsoil haulage, and removal of sediment dams or culverts, for example. Also, please be <br />aware that the Division's calculation of the reclamation costs must include mobilization and demobilization of <br />equipment, supervisor costs, contractor overhead and profit, and Division contract administration fees. <br />Exhibit S - SieniScant Manmade Structures (Rule 6.4.19 <br />
