If approved by the Division, <br />• organic material may be used as mulch or may be included in the <br />topsoil to control erosion, promote growth of vegetation, or <br />increase moisture retention of the soil. <br />COMMENT: Where vegetation and organic material exist, it will be <br />removed prior to placement of fill material. Such material will not <br />come in contact with the underground development waste fill. <br />Rule 4.09.1(5) Slope protection shall be provided to minimize surface <br />erosion at the site. Diversion design shall conform with the require- <br />ments of 4.05.4. All disturbed areas, including diversion ditches <br />that are not riprapped, shall be vegetated upon completion of con- <br />struction. <br />COMMENT: Slope protection will be provided to minimize surface <br />erosion at the site. Drains will be proposed to come off both the <br />north and south areas of the mine bench which will tie into the <br />existing upper bench drains. All disturbed areas, upon completion of <br />construction, will be revegetated or properly riprapped. <br />• Rule 4.09.1(6) The disposal areas shall be located on the most <br />moderately sloping and naturally stable areas available as approved <br />by the Division. If such placement provides additional stability <br />and prevents mass movement, fill materials suitable for disposal <br />shall be placed upon or above a natural terrace, bench, or berm. <br />COMMENT: The disposal area has been chosen to accomplish the primary <br />objective of stabilizing the current mine bench. The location of the <br />fill material will be, essentially, on a natural terrace, with the <br />exception of an artificially rebuilt terrace toe. <br />Rule 4.09.1(7) <br />The spoil or waste shall be hauled or conveyed and <br />placed in horizontal lifts in a controlled manner, <br />concurrently compacted as necessary to ensure mass stability <br />and prevent mass movement, covered, and graded [o allow <br />surface and subsurface drainage to be compatible with the <br />natural surroundings and ensure a long-tera static safety <br />factor of 1.5. <br />COMMENT: flue Ribbon will meet subsection (7) in its entirety. <br /> Rule 4.09.1(8) The final configuration of the fill shall be suitable <br /> for postmining land uses approved in accordance with 4.16, except that <br />• no depressions or impoundments shall be allowed on the completed fill. <br />-7- <br />
