Lang <br />Division Drrecmr <br />hnical <br />On April 13, 1995 the Division received the additional m terials <br />required to allow your application for Technical revision o. 1 to <br />be deemed complete. I have reviewed the application and ave the <br />following comments and concerns. Please respond to these tame as <br />soon as possible so that the decision deadline of May 13, 995 can <br />be met. <br />1. To cover the area above the pond waterline (approx. 2.0 acres) <br />with 12" of topsoil would require 3,300 cubic yards of opsoil. <br />Your application states that only 400 cubic yards are avai able on <br />site. Please indicate where the additional topsoil will co a from. <br />note: The overburden could be tested to determine i it has <br />characteristics conducive to use as a plant growth med'um. If <br />so, this 1300 cubic yards plus the 400 yards of topso 1 would <br />amount to 1,700 cubic yards available for re-top oiling. <br />Because the end land use will no longer be cropla d, the <br />topsoil depth could be reduced to 6" so only 1,650 cub c yards <br />would be needed. However, this scenario woul leave <br />Weaselskin with no material available for any bac filling <br />should any be required. A commitment to mine in such manner <br />that will continually maintain the approved final grad of the <br />pit slopes, as mining occurs, would be required. <br />Importation of topsoil from off-site sources is an opt on, but <br />the cost would have to be included in your reclamation bond <br />and is generally not cost efficient. <br />2. Please specify which species of grasses will be included in <br />your seed mix and include an application rate for each. <br />3. Please indicate the method that you will use to apply ~he seed <br />and the method you will use to spread the manure/straw mi ture. <br />4. If Weaselskin does not intend to commit to mining op rations <br />which maintain the final approved grade of the slopes, please <br />provide details of the proposed method that will be sad to <br />backfill any highwalls to the approved final grades. Vol mes and <br />sources of materials must be provided. <br />
