Hiner Constmctions Co., Inc., Diesel Fuel Release ~j~-~ <br />Dear Mr. Hiner, <br />The Division of Minerals and Geology (DMG) conducted an inspection on December 20, 2002 at the <br />Greeley Pit, located in Weld County at 2220 "O" Street, Greeley, Colorado in response to a report <br />from the Weld County Department of Public Health and the Environment that a diesel fuel leak had <br />occurred on the site on or about December 7, 2002. ht response to the fuel release and to observations <br />made at the inspection, DMG contacted CDPHE of the spill. <br />During the inspection of the site, it was observed that a large amount of contaminated material had <br />been excavated and stockpiled upslope of the azea where the release occurred. This stockpiled <br />material was contained within a berm, but it appeazed that no liner material was placed beneath the <br />stockpile. Diesel fuel was sfill present in the azea of the release location. It was uncleaz as to the <br />origin of the fuel present at the spill site, but it is possible that the contaminated material stockpiled <br />upslope of the release area is draining into the soil and the fuel is migrating down slope, thus <br />recontaminating the spill azea. <br />At this time, the DMG is not awaze if any efforts have been made to identify the extent of the <br />contamination or whether any of the fuel has migrated offsite. Currently it is evident that the <br />excavated material, the material down slope of the excavated material, and the adjacent pond have all <br />been affected by the fuel release. <br />Despite the abatement activities that have already been accomplished by R. M. Hiner Constmction, <br />Co., Inc., there is still concern regazding the contaminants remaining at the site, and that contaminants <br />may be migrating from the release location. The goals of the DMG involving the situation at the <br />Greeley Pit are: <br />• to ensure that no contaminated groundwater or surface water is ultimately discharged into the <br />neazby Poudre River, <br />• to ensure that no contaminated groundwater or surface water migrates off the site, <br />• to ensure that the contaminated materials at the site aze handled and disposed of properly, <br />• and to ensure that adequate practices aze incorporated to assure that a similar incident does not <br />occur. <br />
