The <br />new landfill does require Certificate of Desiattation by Grand <br />County and at[ approved special use permit. At the time the new <br />landfill Amendment is to be considered the Company will provide a <br />feasibility study, which addresses the water quality, structural, <br />operational and financial issues, design and ens veering, a geo- <br />technical analysis and other support documc»[ation (i.e., a 30 year <br />post closure plan), It is proposed that the existing .17 acre landfill <br />continue to be utilized as part of reclamation. Grand County, nor the <br />State of Colorado have record that this landfill is in substantive <br />compliance with public hcaltlt and environmental rebulations. It <br />must be required of the Cumpany that [hey provide the State of <br />Colorado stud Grand County with evidence that the .17 acre landfill <br />is in substantive compliance as rcgttircd. <br />. County maintains same comments as stated above. The <br />County emphasizes the any new landfill or existing <br />landfill that expands requires compliance with the <br />Certificate of Designation standards as stipulated by the <br />Memorandum of Understanding between Division of <br />Minerals and Geology and the CDPHE and o Special Use <br />Permit from Grand County. The Mined Land Reclamation <br />Act does not exclude mines from zoning and lond use <br />
