Rech, Vice President and ~cneral D4unager, Henderson <br />14fine aed bIi11. The County recotnmcnds a trees and shrubs <br />stocking rate of 4(i0-435 per acre. The Company has requested that <br />the requimmenc to plant trees and shrubs on the tuiliag deposition <br />arcs be eliminated. It is trot acceptable at this time to eliminate this <br />requirement from the C.ompany's urib ttal 1997 Reclatnation flan. <br />The request to eliminate trees and shrubs plantings from this area <br />should be included in the plan to create a developed water resource <br />over approsimatcly 70"/" of the taili»gs impoundment area, which it <br />has been agreed will be considered through the Ametadment process. <br />County maintains same comments as stated above. <br />Henderson agreed to implement stocking rote as called <br />for in their Forest Management Plan created by the <br />Colorado State Forest Seriice, which is a stocking rate <br />of 400-435 per acre. The alternative being proposed <br />pertaining to trees and shrubs, and grasses and forbs in <br />the area of the tailings impoundment being <br />' recommended by the Division of Minerals and Geology <br />seeks to re-establish a native quality landscape in the <br />failings pond area and it seems acceptable. Also, the <br />rationale provided by the Division of Minerals and <br />Geology to change the post mining land use from "open <br />forest" to "rangeland" is very rationale. The Reclamation <br />Plan with the change would still require the specificity of <br />the "open forest° definition to 6e followed under the <br />current Reclamation Plan. The County maintains its <br />recommendation to implement a stocking rote as <br />recommended by the Company's Forest Management <br />Plan. <br />~ The Company's reclamation plan for tree and shrub <br />planting will remain unchanged under the proposed <br />amendment, with the exception of the tailings <br />impoundment. The tailings impoundment will be <br />revegetated to grass and forbs, tree and shrub islands, <br />and will require a thicker soil cover to enhance growth. <br />A sufficient reclamation bond will be required for <br />additional soil cover_ Planting requirement will be <br />established using pre-mine aerial photography, and <br />final spacing, size and stocking rote for the tree/shrub <br />islands will be specified thereafter.
