8. Pazt (iii) of the same rule requires mapping of agricultural activities. Please map all
land uses on the above mentioned azea, also on a 1"=100' scale. Please include all
structures and features located within the area for which declassification is requested.
Please also include the present channel location of Oak Creek at normal flow and at
flood stage, the location of Highway 131, and the railroad tracks and extent of the
ballast material.
9. Parts (iv) and (v) address documentation that areas are or are not subirrigated and flood
irrigable. The Division will assume that Oak Creek is both subirrigated and flood
irrigable, unless information to the contrary is submitted.
10. Pazt (vi) requires "Analysis of a series of aerial photographs, including color infrazed
imagery flown at a time of yeaz to show any late summer and fall differences between
upland and valley floor vegetative growth and of a scale adequate for reconnaissance
identification of azeas that may be alluvial valley floors." The Division has color
infrared aerial photographs of Oak Creek flown in September of 1978. Does P&M have
access to more recent color infrared photographs? If so, please provide the required
analysis to show the presence or absence of alluvial valley floors on the requested
portion of Oak Creek.
11. Please provide a detailed vegetation map (scale of 1"=100") for the requested area.
12. On January 11, 1993, I spoke with Nick Mezei of the United States Army Corps of
Engineers. Mr. Mezei requested information concerning Permit Revision 03. I then
spoke with Brian Gontarek, who agreed to send the original revision application
submittal to Mr. Mezei. Please also send copies of subsequent submittals to:
Mr. Nick Mezei
US Army Corps of Engineers
Regulatory Unit 4
402 Rood Avenue, Room 142
Grand Junction CO 81501-2563
13. Some of the Division staff members will need to conduct a field reconnaissance of the
area when weather permits. We would like to be accompanied by members of your
staff, if possible, so that any questions or concerns identified might be addressed at that
time. I will contact you to arrange a time for a field outing.
Given the amount and type of information required to reach a decision on declassification of
Oak Creek, and the need for the Division to include field work in its review, the revision can
not be approved by the current March 19, 1993 deadline. If P&M wishes to pursue
declassification of oak Creek through Permit Revision 03, a request for a decision deadline
extension should be made. Alternatively, you may continue with your request to retain the
William Baggett 3 January 14, 1993
