If suitability concerns are identified by <br />sampling and subsequent analysis, EFCI will develop alternative placement <br />or treatment plans andlor will identify alternative borrow areas for Division <br />review and approval. <br />Backfilled and regraded areas including the portal area, fan installation site, <br />temporary stockpile area and supplemental borrow area will be ripped to <br />alleviate compaction and reseeded using the permanent seed mixture <br />described by Table 33, Proposed Temporary and Permanent Seed Mixtures <br />and Seeding Rates, in the EFCI permit document. <br />Postmining Land Uses (2.05.5) <br />The operation and reclamation plans presented in both Section 2.05 of the <br />• EFCI permit application document and this application for minor revision <br />provide for effective prevention, control and mitigation of potential adverse <br />mining related environmental impacts. Proposed reclamation measures will <br />result in restoration of all areas disturbed or otherwise effected by the <br />proposed fan installation to a condition and use comparable to or better <br />than that which existed prior to disturbance. Consistent with the land uses <br />approved in the existing permit, those areas effected by the fan installation <br />will be restored to the postmining uses of rangeland and wildlife habitat. <br />Detailed discussions of both impact mitigation and postmining use are <br />presented in the EFCI permit application document in Sections 2.05.5, <br />Postmining Land Use, and 2.05.6, Mitigation of Surface Coal Mining <br />Operation Impacts. <br />Protection of Hydrologic Balance (2.05.6(31) <br />• As previously noted, the total disturbance area effected by the proposed <br />fan installation will be small and meets all applicable exemption criteria for <br />A(2 lnr. • P.O.
