Long <br />Division Director <br />The Division has completed review of the vegetation data and sampling results <br />for Block A, Phase II and III bond release application for tdine 2, Permit <br />No. C-81-071. Adequacy issues were summarized in the Division's inspection <br />report dated August 19, 1993, This letter expands on Items 1 and 6 of that <br />report. <br />Vegetation Data Review <br />Please provide a complete discussion of the methodology utilized in <br />sample allocation for Block A vegetation sampling. <br />Please provide a thorough explanation of all statistical calculations <br />(i.e., what data sets were used for calculations of means and standard <br />deviations and what formula was used to determine sample adequacy). <br />The Division has reviewed the 1990 Sampling field sheets and agrees that <br />reclaimed area sampling events did occur proportionately with the two <br />reference area sampling events (June and July). Therefore, averaging the June <br />and July reference area sampling event means to obtain one cover standard <br />value and one production standard value for 1990 re vegetation success <br />evaluation is acceptable. <br />Additional clarification or revision to the application package is necessary <br />for proper evaluation. Please address the following concerns: <br />In your presentation of field sampling data, please include all species <br />(annual, biennial and perennial) and the percentages of the vegetative <br />community each species occupies. Additionally, please present the "hits" <br />and percentages of rock and bare ground cover encountered during <br />sampling, as well as the litter component. <br />Please differentiate between the noxious and non-noxious components of <br />the undesirable (weedy) species occurring on the bond release application <br />area and calculate their respective cover and production percentages <br />separately. <br />• <br />• III IIIIIIIIIIIIIIII <br />STATE OF COLORADO <br />
