DRMS: The Division is in the process of reviewing the reclamation cost estimate for <br />TR-47. When the review is done, the cost estimate will be sent to BRL for its review. <br />BRL: Comment noted. <br />5. DRMS: Please provide a postmining contour map with representative cross sections <br />per Rule 2.05.4(2)(c), that shows the final contours after reclamation of this site. <br />BRL: Please see attached new Map 18-1. <br />Rule 2.05.6 -Mitigation of the Imaacts of Mining <br />6. DRMS: In an a-mail dated March 21, 2007, BRL indicated that they will submit a threatened & <br />endangered species survey for TR-47, as required under Rule 2.05.6(2)(a). The Division will <br />forward a copy of the report to the Office of Surface Mining for coordination with the US Fish & <br />Wildlife Service. <br />BRL: BRL plans to wait to hear from the USDA-Forest Service as to whether <br />they will require a T & E report as their baseline data for the vent shaft area is <br />very good. If a report is required, certain baseline data cannot be obtained until <br />May, so the report will be submitted late May. <br />7. DRMS: Rule 2.05.6(3) requires the protection of ground water quantity from proposed <br />mining activities. Although BRL proposes to grout the vent shaft perimeter, infiltration will <br />be minimized, not eliminated. Since Hubbard Creek is only 120 feet away from the <br />proposed vent shaft, please propose a hydrologic monitoring plan to determine the <br />occurrence and quantity of water from the Hubbard Creek alluvium that seeps into the <br />vent shaft. <br />BRL: Please see revised PHC page 2.05-67. <br />Rule 2.07.7 -Conditions of Permits <br />8. DRMS: Because the proposed shaft site adjoins the Hubbard Creek road, how will <br />BRL ensure public safety concerning explosives storage during construction and the <br />potentially hazardous shalt opening. <br />BRL: Prior to initiating a blast, workers will be stationed above and below the <br />blast site on Hubbard Creek road to temporarily stop traffic during the blasting <br />operations. The construction site will be fenced during construction to keep the <br />pubic from entering the construction site. The shaft opening will be covered <br />
