~ izw~a~.nayae. 3 <br />Planning Department was made aware of the 6 Oct Public Review Copy <br />filing, and a verification of those understandings was requested and received <br />from the Board of County Commissioners. A copy of that verification is <br />enclosed. <br />9) A revised Exhibit S was famished earlier. Our apologies aze herewith <br />rendered for the confusion caused by the accidental insertion of an unrelated <br />exhibit where M 94-011 (CN-1) Exhibit S should have been. <br />APPLICATION <br />10) Subsoils suitable for off-site sale as borrow material are non-existent at the <br />site, therefore no present plans exist for removal of borrow material. The <br />application form is hereby amended in that regazd. The operator has <br />expressed a desire to perhaps in the future incorporate a gold recovery process <br />into the gravel mining operation. Presently there are no such plans in the <br />mining and operation plan. The Exhibit D "Mining Plan" is hereby <br />amended to make mentio^ of a possible future gold recovery additional <br />operation, which shall be addressed by technical revision when and if <br />operations are to include extraction of that additional commodity. <br />RECLAMATION COST ESTIMATE <br />11) Reclamation cost calculation of 10 Dec 97 provided to the applicant by the <br />Division should be revised as follows. <br />A. EARTHWORK -Rough grading P & S Area, N-Central Unit, & NW Unit <br />[NOTE: headwalls are mined, for the most pan, up to the permit boundary, <br />making "cut `n fill" slope reduction impossible without exceeding permit limits. <br />Mining then, instead ofover-excavating a steep headwall, shall during extraction <br />be restricted to maintaining a 3H:1V backslope at the excavation limit. This <br />practice eliminates the need for post-mining slope reduction in the NW Unit and <br />N-Central Unit. The present Process & Stockpile Area (former 110 permit <br />mining area) does not have a headwall. These clarifications to the "Mining <br />Plan" virtually eliminate the need for Tasks 1- 3. Backsloped 3:1 headwalls are <br />already included in Task 8 & Task 9 rough grading.] <br />E. EARTHWORK - Ripping S & P Area, N-Central Unit, & NW Unit <br />(NOTE: As described above in Item S the pit floor cannot be ripped as <br />described in the adequacy review without generating huge troublesome boulders. <br />Direct Cast "A" Rough grading shall be accomplished in the residual gravely <br />3 <br />
