.. . <br />i # <br />• Page 2 June 11, 1999 <br />did not represent tnrthful and acauate reporting but have further complicated the process due to errors. <br />Because a lake creation concept does not represent any component of the existing redamation plans, <br />permits, or applk~tions, it wartards no further response at this time. <br />2. Concerning Mr. Hayes comments on the well on site: The well that has been placed on the property, <br />applied for, and approved by the permit pnxess of the Colorado Division of Water Resources is located <br />in the lowest northern comer of the gravel pd permit area. The well permit was approved in the early to <br />mid 19805. It is constructed as an shallow open well seated by sinking a 4 foot diameter metal culvert <br />pipe into the existing gravel strata near currently running springs which run year round. The depth of <br />the well is approximately 14 feet. Water level as of this date is 10 feet from surface. It is hydraulically <br />part of the spring systems which run year round in the small draw d is located in. These springs are <br />primarily fed by subsurface return flow from the existing irtigated properties in the immediate region. <br />Some flaw obviously also tames from percolated melted snow and rain off the upslope wildlife areas of <br />Beehive mountain. Primary use of the water will be to fill tanker trades and control dust on the pit <br />roads. This is not expected to be a substantial water use. The stream that it is connected to within the <br />regional water systems is Plateau Creek As such it is considered by permit to be within the normal <br />River qll system as monitored and administered by the Division Water Engineer in Glenwood Springs. <br />It is the opinion of this engineer that it would not adversely affect any flows to the Plateau Creek <br />Drainage due to the extremely small withdrawals planned for the gravel operation. <br />3. Concerning Mr. Hayes comments on Plateau, Coon, and Bull creek drainages: The well and the <br />surrounding region of the permit does not drain to the Coon seek drainage lopted over one mile to the <br />west or the Bull Creek drainage over 3 miles to the east . Waters from both of these small creek <br />systems would he potential sources of the irigation subsurface return Flows that feed this well however, <br />its location is such that these waters are not recoverable return flaws by the time that they reach this <br />well location. Aside from irtigation water sources imported into the drainage, there are no potential <br />hydraulic links to either of these two stream systems. The topography of the region is such that there <br />are hydraulic boundaries on troth the west and east side before reaching these stream systems. Since <br />it is such a shallow open well design d with suds low water usage, it is the perspective o(this engineer <br />that there would be no adverse effects of water use from this well on any water rights owners or well <br />users in the region. <br />4. Cortceming Mr. Duzenadc's comments on well drawdowns in the area: As discussed in response <br />number 2 above, the well use, location, and hydraulic characteristics should not have any affect on <br />surounding landowner wells. All wells are considerably upslope and suffidently far from the site to not <br />have appredable drewdown effects from any well located at this elevation and distance from the other <br />wells. The well in the gravel pd has been in existence since the mid eighties and would be better <br />termed a spring box protection device. The well waters are actually spring waters ponded prior to their <br />release to the surface stream. It is the assessment of this engineer that the water withdrawals from this <br />site will not ef6sd any wells in the region. <br />These comments reflect a review of the hydrologic, hydraulic, and geologic conditions of the site of the Nichols Gravel <br />Pit K arty further response is needed, please feel free to contact me at (970)26&5414. <br />Thank you. <br />Sincerely, <br />Dr. R.
