All other debris, including remaining coal materials <br />(approximately 3,000 cubic yards) and steel demolition debris (approximately 350 <br />cubic yards), would be disposed of in an upland disposal site consisting of an <br />excavated pit located well above the Illinois River floodplain or potential AVF areas, <br />on private lands owned by Kerr south of and adjacent to the existing Tipple access <br />and haul road. <br />The proposed alternative disposal plans would provide for effective and <br />environmentally secure disposal of demolition debris and remaining coal materials <br />and, as an added benefit, would generate approximately 1,200 to 1,800 cubic yards of <br />suitable material which could be utilized as supplemental cover for the main tipple <br />facilities area. <br />Changes Related to Alternative Postminin~ Land Use -The currently approved <br />postmining land use for the Tipple Area is rangeland for livestock grazing, <br />consistent with historical pre-development use of this area. Kerr is currently <br />finalizing negotiations with a buyer for the Tipple Area who plans to construct a <br />camping and recreational vehicle park on the site. This proposal will require a <br />change in the postmining land use from rangeland to industrial. The Tipple Area is <br />presently zoned and designated for "Industrial" uses, reflecting recent mining-related <br />use of the Tipple Area as a coal loadout and industrial use of the adjacent lands by <br />Louisiana-Pacific as a lumber mill and chipboard manufacturing facility. Given <br />these considerations, the proposed land use change would he consistent with both <br />current zoning and recent prevailing uses of the area. <br />In conjunction with the proposed use, the buyer desires to retain the existing paved <br />road for access, the Shop/Utility building for material and equipment storage and <br />maintenance, and the sedimentation pond as a recreational amenity. Retention of <br />these facilities would eliminate the need for disposal of paving material from the <br />road and demolitiot debris from the Shop/Utility building and the requirement for <br />reclamation of the pond and associated structures. <br />Changes in Tipple Permit Boundary -Establishment of an upland disposal site on <br />Kerr lands adjacent to the mine access and haul road would require extension of the <br />existing permit boundary co incorporate this area. The proposed permit boundary <br />modification would add approximately 2.5 acres to the existing Tipple Permit Area. <br />Three copies of the permit materials which have been revised to reflect the proposed changes <br />are included in this submittal for insertion or replacement in the permit document. <br />Attached to this transmittal is a Summary of Revisions/Additions which identifies the <br />revised materials to be inserted or replaced in the permit document ,and the permit revision <br />application form. <br />Based on the proposed plan revisions, we do not anticipate that the required bond amount <br />will be significantly altered. The cost of excavating the upland disposal site and placing <br />demolition debris in this location should be approximately equivalent to or less than off-site <br />haulage and disposal of these materials.
