These <br />changes will also result in associated modification of the current tipple permit boundary. <br />The proposed changes reflect practical constraints on disposal of remaining coal materials <br />and demolition debris and consideration of plans for an alternative land use as proposed by a <br />prospective buyer for the property. The following sections briefly summarize the proposed <br />changes. <br />Changes Related to Material Disposal Requirements -The originally approved <br />reclamation plans for the Kerr Tipple Area proposed that paving materials, concrete <br />and steel demolition debris, and any remaining coal materials be removed from the <br />Tipple Area and disposed of in either a remaining open pit area at the Kerr Mine or <br />in the Jackson County Landfill. With early cessation of mining activities and <br />subsequent closure and reclamation of mine disturbance areas, mine pit areas were <br />eliminated as a potential disposal site for these materials. Very limited capacity <br />remains in the Jackson County Landfill (which is slated to close in the near future) <br />with preference being given to disposal of municipal solid wastes from the Town of <br />Walden . Given chese considerations, the originally proposed disposal options are <br />no longer feasible and the approved reclamation plans must be modified to reflect <br />another reasonable disposal option. <br />In a par[ial bond release application response (Response 11) submittal to the DMG <br />in March 1995, Kerr proposed that solid wastes generated by demolition of the <br />Tipple Facilities be disposed of by burying these materials on-site and covering them <br />with suitable material. This scenario is indicated by the Loadout Area Postmining <br />Topography Map, (Map 36), which designates a "Solid Waste Disposal Area".
