r~ <br /> <br />quantities of residues remaining in the milling tanks and pipe works <br />appear to have been cleaned out in recent years. Only small, <br />insignificant quantities of milling residues remain in processing tank <br />bottoms and interconnecting pipes. Such quantities do not appear to <br />represent a significant environmental problem, and documentation <br />provided in the amendment application indicates that the proposed new <br />owners of the mill will assume responsibility for mainte~aance of the <br />building. The possibility of contamination in the mill building due to <br />chemical spills occurring during milling operations appears to be <br />extremely unlikely since the entire mill building hats an intact <br />concrete floor complete with drainage features, sumps, and pumping <br />units used to recirculate spilled material. No evidence of significant <br />spillage of chemicals was found during the inspection. <br />A significant quantity of crushed ore material does remair.~ in the fine <br />ore bin and along the beltway of the fine ore bin feed conveyor, <br />however the contamination potential of this material is probably low <br />compared to processing sludges, reagents, and tailincfs material. <br />Additionally, the material is adequately isolated from the surrounding <br />environment by being enclosed within the intact and structurally <br />competent ore bin and conveyor belt housing. The proposed new owners <br />of the mill building will assume responsibility for maintenance of the <br />structure, and have further indicated that the remaining ore material <br />helps preserve and enhance the historical character of the site. <br />In regard to health and safety aspects of the mill building, a <br />significant concentration of rodent droppings was observed during the <br />inspection, and in addition a variety of physical safety hazards such <br />as tripping hazards, low head clearance hazards, falling hazards, and <br />a potential for inadequate load bearing capacity on some of the <br />elevated decks used for supporting large tour groups, were also <br />observed during the inspection. At the time the operator applies for <br />release of the mill building from reclamation responsibility, the <br />proposed new owners of the building will need to addre,3s how these <br />problems will be adequately taken care of. <br />Mule Barn and Power Plant <br />Both of these historic structures were included in the Di.vision's 11- <br />17-95 inspection of the Mayflower Mill. The inspection revealed no <br />significant environmental problems within or immediately adjacent to <br />either structure. As discussed previously, health and safety issues <br />associated with future use of either building for historical tours need <br />to be addressed by the San Juan County Historical Societ}• at the time <br />release is requested. <br />TERRY TIINLIEL FACILITIES: <br />The Division appreciates the operator's clarification regarding the <br />intent of the phrase contained in the amendment application regarding <br />the disposition of water treatment facilities during fina:L reclamation <br />of the Terry Tunnel site.
