The clarifications and additional explanatory
information contained in the response are sufficient to resolve the
Division's adequacy concerns regarding approval of the amendment, as
noted below.
POST-MINING LAND IISE CHANGB:
Mayflower Mill Site
Regarding Division clarification of environmental, hea:Lth & safety
concerns related to eventual release of the mill site from reclamation
liability, the primary environmental concern consists of possible
adverse impacts from industrial chemicals and milling reagents that may
remain in the mill structure. This concern appears ~.o have been
adequately addressed by the operator through removal of s~ich materials
from the mill. The Division's 11-17-95 inspection of thelnill building
revealed that, with the exception of very minor quantities of
household-type industrial chemicals (waste oil, solvents, de-icing
agents, glues, sealants, etc.) all significant quantities of
potentially hazardous industrial chemicals have been removed from the
mill. The proposed new owners of the mill building, the San Juan
County Historical Society, also indicated during the inspection that
the household type industrial chemicals remaining in the building would
likely be utilized in an ongoing basis for maintenance of the building.
Other possible sources of chemical contamination evaluated during the
inspection consisted of processing residues and tailings; left in the
milling circuits, and the remains of such materials sFrilled during
milling operations. The inspection revealed that all significant
