Interoffice Memorandum
Walker to Binns
Mazch 9, 1997
Station 27A 1003 below the region of impact for comparison against Stations 16 and 302, both in
temperature and TDS (PR-04, page 2.05-118(z)(11)?
Does the monitoring plan cover springs to be affected [PR-04, page 2.05-118(z)(12)] for before
and after subsidence?
a~ Conflicting information is compiled as the Permit is composed. Correction of pages may be
more appropriate than add on pages. For example PR-04 page 2.05-124(g) identified two
occupied (a third recently abandoned) residences that will be undermined and subsided.
Although consistent, page 2.05-124(d), 4/26/96, states [hat three occupied dwellings will not he
affected until 1999.
Worse, stating something wrong or outdated, leaving it uncorrected, and later, in an add-on,
telling it like it is, is confusing. A midterm review project, that might be started now, would be
to clean up the permit with history and current situation sub-sections of the various mining
districts, correcting tense, etc., so information is not presented and retained -but revised again
and again.
The headgate of the Lieske ditch appears to be located in the SW'/aSec13, no[ the NE'/aSec 23 as
3~ stated on PR-04 page 2.05-124(8) and 4/26/96 of Volume 1; and is well outside the angle of
draw. The section states that "projected impacts to the headgate are presented in the following
section. They were, page 2.05-126(6), 4/29/96, of PR93-03, but are not in revised page
2.05.126(6). The Ashley impoundment and ditch is appropriately picked up on page 2.05-126(d),
PR-04.
Page 2.05-126(a) of PR-03, 4/19/96, remained unchanged. However, page 2.05-126(6) was, and
there is not a correct transition between page 2.05-126(a) of 4(19/96 and 2.05-126(6) of 3/28!96.
The Lieski Ditch Headgate may not be affected, nothing wrong with monitoring it I guess (page
2.05-129 of PR-04).
2.10 Maps and Plans
Complete
However, Map # 5 has not been signed and sealed by the PE. All but Map # 23 label the Permit
Boundary as Life of Mine Bnd (the legend reads L o M Permit Boundary).
