According to paragraph 2, a mill which accepts any <br />offsite sources of material would require a CDH Mill permit <br />including a Certificate of Designation. if this revision is <br />granted after the MoU is signed it would violate that agreement. <br />Even if the MoU is not signed, granting the revision would <br />violate CDH's interpretation of its own statutory authority. <br />The revision should be denied because the operator should be <br />required to get a custom milling permit. <br />7;. A close reading of the revision application is that it does <br />not request permission to mill offsite ore only ors that is <br />suitable according to the permit guidelines. No offsite ore is <br />ever mentioned.
