09!13!199" 16:i- _-_---» E'~.+:;hi FFEIF.'I~_H, E_~i-!. F'A~~E J.i
• •
!2.~ The ability to use any ore which meets certain guidelines is
inviting a situation where there will be a supply which exceeds
,~^~~\~ the milling or reclamation capacity.
,.~ti~,
i
~;~~.,,, Oversupply will likely lead to ore from other locations
~ ~~ being stored in unstable heaps surrounding the mill site. A
,;~ reasonable limitation would be that no more than one days feed
;~ for the mill be allowed to be stored onsite. In addition, any
,~,~' ore stored should be on a covered pad with controlled drainage,
~,,~~'``- so there is no runoff into the environment.
~~_
Already, there is a problem onsite from unstable historic
tailings piles upon which there has been uncontrolled drainage.
Adding more heaps will increase potentially dangerous drainage
problems.
In addition, if a limitation is placed on the mill feed
storage, this will tend to avoid unnecessary ground disturbance
at the source area for the ore.
The increase in the number and size of storage piles will
lead to additional reclamation which requires a permit amendment
'l /not technical revision.
~."i 3~ If offsite material is permitted, to regulate the supply, the
operators should be 'ven a timetable for supplying information
on the source supply before the Division pproves or denies its
use. The Division should require that ore samples from any
supply be tested on a level equal to the ore that was the basis
for the guidelines and then be given one week to review the
results before determining if the ore is suitable for the mill.
Only after that period may the ore be delivered to the mill.
The ore should be sampled by as independent testing lab who
draws their nwn samples on the ground.
;~
' 4.i To prevent any unauthorized ore from reaching the mill, all
~a should be logged in at the mill by the truck drivers stating
where they picked up the ore from and such records should be
supplied to the Division on a monthly basis or sooner upon
request.
5. Any soiree of are must come from permitted land. For
instance, COM pas not requested a permit for the Bueno Mine/Mill
which ie proposed to be a source and prompted this application.
AS a condition before approval of offsite ore as a feed for the
mill they must apply for and obtain a permit for the source area.
6. MLRD cannot permit a mill which relies exclusively on offsite
supplies. This is the job of CDH. what assurance does the
Division have that when milling from off-site materials, onsite
materials will also be processed. Is the operator simply trying
to bootstrap itself into becoming a custom mill by owning some
