The operator indicates that they have considered and evaluated various means of <br />reducing or eliminating these concerns. They have indicated that oversized riprap <br />will be placed in the T-20 stock pond spillway, but they do not propose to construct <br />a temporary diversion. <br />The Division will inspect the undisturbed segment of the 005 drainage following <br />snowmelt and major storm events in the next several years, to ensure that measures <br />implemented by the operator are effectively minimizing erosion, pursuant to Rule <br />4.05.51) and (2). If the Division determines that erosion is not being effectively <br />minimized, enforcement action may result. <br />COMMENTS ON TAB 20 POSTMINE TOPOGRAPHY TEXT AND TABLES <br />6... Text at the top of amended page 10 contains a list of 7 specifications for <br />postmining drainage channel design, construction and maintenance. Specification 5 <br />states that channels will safe/y pass the runoff from a 100-year, 24-hour <br />precipitation event. This conflicts with designs in amended Attachment 20-1, which <br />are based on the 10-year, 24-hour event. <br />Please revise Specification 5 to be consistent with the actual design plans. <br />In amended Table 20-2, the third and subsequent columns are not properly aligned <br />with the appropriate column heading (offset to the right). Please revise Table 20-2 <br />to properly align columns with column headings. <br />In amended Table 20-2, the postmine drainage area for the 006 Gulch is listed as <br />591.8 acres, compared to the approved version of Table 20-2, which lists a <br />drainage area of 729.8 acres for the same watershed. Because the revised <br />watershed is smaller than 1 square mile, Rule 4.05 provisions allow use of the 10- <br />year, 24-hour precipitation event rather than the 100-year, 24-hour event. Please <br />provide an explanation for the 138 acre discrepancy for the 006 Gulch postmine <br />watershed, between the approved Table 20-2 and amended Table 20-2. <br />COMMENTS ON EXHIBIT 20-2 POSTMINING TOPOGRAPHY <br />9. Exhibit 20-2 does not depict disturbance area boundaries. Inclusion of disturbed <br />area boundaries on the map would facilitate PMT review and compliance evaluation. <br />Please ensure that disturbed area boundaries are delineated on the amended Exhibit <br />20-2. <br />10. One or two of the "mounds" or hills associated with the power poles on the recently <br />graded "A" Pit would appear to be large enough to be depicted by the 10' contour <br />intervals of the revised PMT map. Operator has indicated that the mounds would be <br />retained on the final surface, but re-shaped to some extent to provide a more stable <br />platform for the poles and to better blend in to the adjacent landscape. However, <br />these features are not apparent on the revised PMT map. Please amend Exhibit 20- <br />2 as appropriate to depict the power pole mounds. <br />11. The currently approved plan shows a relatively steep sided incised valley type land <br />form extending up from 006 Gulch to tie into the native ephemeral drainage south of <br />the mining area. Although no designed drainage channel is shown, the land form <br />closely resembles the pre-mine valley, and appears to blend in well with the <br />
